COR and SECOR Certification Support in Alberta
Certificate of Recognition and Small Employer COR
COR and SECOR are Alberta's Certificates of Recognition: COR for employers with more than 10 workers, earned through an external audit, and SECOR for employers with 10 or fewer, earned through a trained self-assessment. Canadian Railway Solutions Corp. prepares you for either program, runs your internal and maintenance audits, and keeps the certificate active through every renewal.
What Are COR and SECOR?
COR, the Certificate of Recognition, and SECOR, the Small Employer Certificate of Recognition, both confirm that an employer's health and safety management system meets Alberta's provincial standard. The Government of Alberta issues each certificate once an authorized certifying partner has reviewed the audit, and the partner signs it alongside the province. The two programs share one standard and differ in who can use them and how the system is audited.
COR is the program for employers with more than 10 workers and is earned through an external audit. SECOR is built for employers with 10 or fewer and is earned through a self-assessment that the certifying partner reviews. Owners, prime contractors and prequalification platforms ask for one or the other before they award work, which is why rail contractors, mobile equipment operators and inspection firms serving rail clients pursue them.
How Does COR Certification Work?
To earn a COR, you register with the certifying partner for your industry, build or formalize your health and safety management system, and hire a qualified external auditor through that partner. The auditor reviews your documentation, interviews workers and observes the site, and the system must score at least 80% overall with no element below 50%. The audit report goes to the certifying partner for quality assurance within 21 days of data gathering, and the certificate follows once it is accepted.
A COR is valid for three years. In each of the two calendar years after certification you complete a maintenance audit, internal or external, by an auditor your certifying partner recognizes, scoring at least 60%. Year three brings an external recertification audit held to the same 80% and 50% marks. One rule shapes every engagement: the consultant who helped build your system cannot conduct its certification audit, so we plan the work around it and your audit stands up to the certifying partner's review.
How Does SECOR Certification Work?
SECOR replaces the external audit with a self-assessment. The owner or a designated employee completes the certifying partner's SECOR training, then scores the company's health and safety management system against the partner's audit instrument and backs every answer with records: hazard assessments, inspections, training and incident files. The certifying partner reviews the submission, and it must reach 80% overall with no element below 50% to certify.
The certificate runs on a three-year cycle with a maintenance self-assessment in each year between, and a missed annual submission can cancel it. When a SECOR holder grows past 10 workers, Alberta's transition program moves it to a full COR. Every system we build for a small employer is designed to make that step an audit, not a rebuild.
WCB Refunds Through PIR
Both certificates connect to WCB-Alberta's Partnerships in Injury Reduction (PIR) program. In the year you first certify, PIR pays a 10% refund on your industry rate, then 5% for each year you keep the certificate active. Employers whose claims performance improves, or beats their industry average, can qualify for refunds of up to 20% instead.
Register for PIR before you certify: a first-time registrant that has not finished its certificate by year end can carry the refund forward one year, as long as certification is complete by the end of the next. WCB-Alberta sets the final figure for your account; we keep the certificate behind it from lapsing.
What We Do for You
We prepare employers for both programs, from first registration to renewal. For COR, that means building or repairing the health and safety management system, running a mock audit against your certifying partner's instrument and closing weak elements before the external auditor arrives. For SECOR, it means a right-sized system for a crew of 10 or fewer and a self-assessment you can defend line by line.
We also run the audits that keep a certificate alive: internal audits, annual maintenance audits and SECOR maintenance self-assessments, plus external audits for employers whose systems we did not build. If an audit fell short, we find exactly which elements cost you points and fix those first. See how the two programs compare in our COR vs. SECOR guide, or start with a health and safety management system built for the audit.
COR and SECOR Support Across Canada
Canadian Railway Solutions Corp. is based in Calmar, Alberta, and supports COR and SECOR clients throughout the province, with on-site help anywhere it is needed. Other provinces run their own COR programs, and construction safety associations recognize each other's certificates for short-term work outside a company's home province, so we help clients working across borders keep the right certificate in place.
We understand the economics of a small business: certification support has to be fast, affordable, and light on your time. Most of our SECOR clients spend only a handful of hours in total on the process: we do the writing, the organizing, and the preparation, and you review, adjust, and sign off.
